This Citizens Education Action Learning (CEAL) Guide has been produced by the Asia South Pacific Bureau of Adult Education (ASPBAE) at the request of the Commonwealth Foundation Citizens and Governance Programme. The CEAL Guide has been designed to complement the Commonwealth Foundation's Citizens and governance Toolkit, drawing on information in the Toolkit and elsewhere and making it more accessible for trainers by creating widely applicable learning modules.
